Parmer Paws Animal Outreach volunteers visited the Friona City Council Monday evening to showcase the work that has been done over the past 4+ years. Since 2018, approximately 1,185 animals have been saved and over 200 have been saved this year alone.
Parmer Paws is a non-profit organization. Its volunteers are dedicated to saving distressed animals in Parmer County and rely on donations to keep the doors open. The Friona City Council met in regular session on Monday, August 8, 2022 at 6:30 p.m. in the City Council Chambers at 617 Main in Friona, Texas. The meeting began with roll call, an invocation, and the Pledge of Allegiance.
There were no public comments. A public hearing regarding a residential development project for the block of land west of Legacy Pointe was conducted. There were no public comments.
The Minutes of the July 11, 2022 regular meeting, the July 12, 2022 joint special meeting with the FEDC, and the July 21, 2022 special called meeting were approved.
Representatives from Parmer Paws Animal Outreach were invited to give a presentation to highlight the work they have been doing involving animal welfare. Council members were asked to consider a new pound and stricter enforcement of animal control ordinances.
Council members voted unanimously to call for a city special local option election to legalize the sale of all alcoholic beverages including mixed beverages. The motion to hold the election on November 8, 2022 also passed unanimously.
The Council voted unanimously, with one abstention, to award TW&M, LLC the contract for a residential development project. The new housing project will be located on the city-owned block between 15th & 16th streets and between Main & Euclid streets. The estimated cost of the project is $2,770,000 and will feature the construction of twelve new homes when completed.
Council members unanimously approved setting the proposed tax rate for 2022 at .4657 per $100. This rate would generate the same amount of revenue as last year. Last year's rate was .6626 per $100. Higher tax valuations and an increased tax base allowed for the lower tax rate. A public hearing for the proposed tax rate was scheduled for Friday, August 19th.
In other business, the accounts payable for July 2022 and the financial statement for July 2022 were approved. A budget workshop was scheduled for Tuesday, August 30th.

New look — Fans got their first look at the updated graphics on the Friona High School gym floor last Friday evening. New features include a huge arrowhead in the center and a darker shade of stain on the wood. The annual Alumni game was the first competition to be held on the new surface.

Cafeteria News — FISD cafeterias will now operate like they did in Pre-Covid times. High school and junior high will be taking cafeteria applications. Primary and Elementary are CEP campuses. They will complete an Eco Dis form. Even though all of the FISD campuses eat for free, the forms will help in lots of other areas in the district such as accountability, Eco Dis percentages, and programs that FISD may qualify for.

Friona ISD is excited to offer in town transportation for the 2022-2023 school year. This will be a free (no cost) service available to all students attending Friona ISD. Friona ISD will have 10 in town stops to pick students up. The stops are listed below:
Stop 1: Arrah Ave and 5th St.
Stop 2: Beach Ave and 4th St.
Stop 3: Jay Ave and 4th St.
Stop 4: Prospect Ave and 4th St.
Stop 5: Columbia Ave and 8th St.
Stop 6: Walnut Ave and 13th St.
Stop 7: Pierce Ave and 13th St.
Stop 8: James Ave and 15th St.
Stop 9: Etta Ave. and 11th St.
Stop 10: Baylor Ave and 10th St.
The bus route will begin at 7:00 am in the mornings and will leave after high school gets out at 3:45 pm. The times may vary depending on the number of students riding the bus. To be able to ride the bus please call Serapio Cabezuela at 806-206-6760 to add your child to a bus stop. Your child will not be able to ride the bus until they have been added to the list due to safety concerns. At this time these will be the only stops for in town transportation. For any questions please contact Serapio Cabezuela or the administration building.
