City Council approves update to siren system

The Friona City Council met in regular session on Monday, June 10th at 6:30 p.m. in the City Council Chambers at 619 Main in Friona, Texas. The meeting began with a roll call, an invocation, and the Pledge of Allegiance.

The Council approved the Minutes of the May 13, 2019 regular council meeting.

Next, the Council approved a request from Wade Schueler to receive city water at the prescribed triple rate at 910 E. 11th Street (Township 1-4, Lot TR 1 Sec 31, Acres 1-Friona Storage). The Council also approved a request from Manuel Toldedo to receive city water at the prescribed triple rate for the house located at 100 Main Street (4 South, Lot TR, 1.29 AC on W side of S Main Sec 6, Acres 1-West Texas Protein).

The Council heard a report from the Friona Volunteer Fire Department regarding budget, expenses, personnel, and approved a request to use subsidized money from Parmer County to make lease/purchase payments on a new fire truck and related equipment. Each year, Parmer County disperses $150,000 to the five fire departments in the county for the purchase of equipment.

The Council heard a report from the Friona Police Department regarding budget, expenses, personnel, and upcoming events. The Council learned that the operations console that controls the fire/storm warning sirens was inoperative and that the siren warning system was being operated manually. It was also learned that the console was obsolete and replacement parts were unavailable. Due to the unanimous concern to keep the public safe during severe weather, the Council approved a motion to purchase a new operations console from Omega Electronics of Amarillo, Texas for the approximate cost of $40,000 and to be installed in July.

A request was made to make an exception to the ordinance that pertains to the prohibition of livestock grazing on property inside the city limits. The request was denied but the property owner was informed that the Council would make sure that all appropriate city services were being provided at that location.

In other business, the Council approved the Accounts Payable and Financial Statement for May 2019. The Council also met in closed session for the discussion of personnel matters and reconvened back into regular session. No action was taken.
